The Education and Youth Board of Estonia (Harno) is a government agency operating under the Ministry of Education and Research. Its mission is to support lifelong learning and the development of young people by ensuring high-quality, accessible, and evidence-based education and youth services in Estonia. Harno brings together a wide range of responsibilities that cover the entire education and youth field – from preschool to higher education, as well as youth work and international cooperation.

Harno’s activities include coordinating national education and youth policy programmes, providing support services for learners, educators, and youth workers, managing international programmes, and coordinating initiatives that promote learning mobility and global competence. In the youth field, Harno supports the implementation of youth policy, coordinates the national youth information service Teeviit and provides youth information training, helps local governments develop the quality of youth work services, coordinates the implementation of Erasmus+ and the European Solidarity Corps programs etc.

One of Harno’s key strengths is its systematic and youth-centred approach to youth information area. By coordinating the national youth information service, Harno ensures that young people in Estonia have access to reliable, youth-friendly, and high-quality information that supports their independence, wellbeing, and participation in society.

Harno manages the national youth information service Teeviit and the local-level platform Infohunt, providing accessible, evidence-based information and practical tools for young people and youth professionals. Through trainings, guidance materials, and cooperation with local governments, Harno strengthens the quality and consistency of youth information work across Estonia.

Overall, Harno plays a vital role in empowering young people through information, supporting local and national stakeholders, and ensuring that every young person can make informed decisions and take an active role in their community and society.

Harno has been a European Youth Information Quality Label holder since 2025.
