Green light for the National Youth Plan 2030 in Catalonia, the instrument guiding public policies for youth

The Catalan Government has approved the National Youth Plan 2030 (PNJCat 2030), which will guide public youth policies in Catalonia over the coming years. The Plan aims to be an ambitious, sustained response with a national approach, engaging local communities, organisations, and young people as the primary drivers of change. It outlines useful instruments, well-constructed services, and sustained resources designed to reshape current situations, addressing the needs of young people in areas such as housing, employment, education, emotional health, and environmental justice.


The PNJCat lays down four major challenges up to 2030, which are pivotal to achieving full youth independence and enabling the life plans of young people with all their rights:

  • Youth independence, to ensure the pursuit of quality educational and employment pathways, coupled with access to decent housing.

  • Wellbeing and quality of life, to safeguard physical and mental health and enable young people to live in healthy environments.

  • Youth involvement and leadership, to help young people become active stakeholders in public and community affairs and in advocating for their rights and freedoms.

  • Youth equity and inclusion, to make headway towards effective equality and non-discrimination for all young people.

The Catalan Government has developed the new framework in collaboration with numerous social, economic, and institutional actors, including municipal organisations and the National Youth Council of Catalonia. The final document is the outcome of a wide-ranging participatory process which has involved some 2,300 people.

Today’s endorsement by the Catalan Government affords the PNJCat regulatory status and confirms it as a strategic reference framework. This approval triggers the processing of the Youth Policy Action Plan: Horizon 2026, which will outline the specific measures and actions required to achieve the goals set out in the PNJCat 2030. This operational plan will run until 2026 and guide the Catalan Government's policy action on youth issues.
