The Education and Youth Board (Harno) is a government agency of the Ministry of Education and Research that deals with the implementation of Estonian education and youth policy. Harno’s goal is to offer Estonian people high-quality, modern, and equally accessible educational opportunities.

One of agencies roles is to develop a youth information area, and run the national-level youth information service Teeviit, which is a nationwide online information platform for young people. Teeviit cooperates with national partners to provide multilingual information to young people via articles, interviews, videos, podcasts, social media, workshops, and events. The agency organises training and seminars for youth workers, creates materials for organising youth information work, and offers counselling.
